The problem
Field teams in low-connectivity regions run on paper forms, separate GPS units and map apps that degrade off-network, and supervisors cannot see where a team went or what it recorded.
The approach
An Android app built to work all day in aeroplane mode: offline vector base maps from a local tile pack, and GPS tracks that survive screen-off and aggressive task killers, with raw points preserved.
Results
- Phases 1–4 of the build plan are done: skeleton, core model, database, location engine.
What broke and what I learned
- Phase 0 tooling for the offline tile pack is done, but a real Ethiopia pack has not been built yet, and acceptance criteria that need a physical phone are not claimed by CI.
